While most of the conversation was expected, one of his comments really got my attention. Young promised that the House of Representatives would not be shutting down the government.

A week ago, the EPA released their so-called Clean Power Plan Rule, a 645 page monstrosity guaranteed to make electricity more expensive, less reliable, and ensure more of our hard-earned tax dollars go to friends and cronies of this regime all in the name of curbing the ravages of carbon pollution.

The left has suggested that we kill the electoral college for electing our President. A few states have started a compact to ignore the election results in their state if the national popular vote favors another candidate. Either change would encourage fraud in presidential elections. I offer an amendment that strengthens the electoral vote and discourages fraud.

Our mode of electing the President of the United States is a bit strange. Many people believe the Electoral College is an obsolete part of the Constitution. They think we would be better off eliminating it and determining the winner based on the nationwide popular vote.

The Congressional appropriation process is broken. To promote less wasteful government funding this column attempts to:

  • revitalize the House of Representative’s origin function,
  • eliminate omnibus appropriation bills, and
  • provide for an orderly continuation procedure.
     

Why address the appropriation process?

It often appears that all the forces of government have a bias in favor of higher taxes and higher expenditures. This bias is very apparent in the appropriations process. The process of compromise among the House, Senate, and President often results in taxation and spending higher than any one of the three would chose.

The 17th amendment removed an important power of the states in the interest of reducing corruption. Moving that power back to the states while creating a hybrid system that also curtails corruption is the goal of this new amendment.

Term limits of the President

Since 1951 the President of the United States has been limited to two terms by the 22nd Amendment to our Constitution.

No comparable limits restrict the longevity of other federal office holders. In particular members of the House of Representatives and U.S. Senators may continue to serve as long as they are re-elected.

In times of crisis, the US normally responds with a series of Constitutional Amendments to address the new problems.  Mark Levin proposes an Article V Constitutional Convention called by the many states to propose amendments that will move power out of Washington DC.

Why amend the Constitution?

Before I propose amendments that I believe strengthen the original intent of our Constitution, let me briefly explain why.
